Fort Nassau on the island of Neira was built by the VOC in 1607 on the foundations of an old Portuguese fort. This was the administrative centre of the VOC 'gouvernement' or department that covered the entire Banda archipelago. The fort also provided accommodation for 150 people. Later, in 1611, a second fort, Fort Belgica, was built. This fort controlled the water supply on which the whole Banda district depended.After the brutal depopulation of Neira by the VOC in 1622, nutmeg cultivation there was left to colonists recruited elsewhere, who were known as 'perkeniers' or plot tenders. Throughout the 17th century these colonists made fat profits both from official trade and from smuggling. In the 18th century there were fewer loopholes to exploit, as a result of which the standard of living on Neira fell substantially.Despite its relatively small size the VOC decided to grant the Banda archipelago the status of 'gouvernement'. The governor based on Neira exerted authority over Lonthor, Pulu Ai, Pulu Run, Gunung Api and Rosengain. The high value of the nutmeg and mace found exclusively in Banda necessitated this direct administration.
