The kings of Goeli-Goeli and Geser joined forces to fight against the Company. Goeli-Goeli served as a focus for people who had fled the iron rule of the Company. Although at first the population appeared to be implacable, in 1661 these villages nevertheless signed a peace agreement with the VOC. The Company had earlier been granted permission to build a fort at this end of Seram; the fort was named 'Oosteinde', or 'East End'.
