This map is an apparent alternative to Tourton's suggestions of improving Zeelandia (See VEL2030 and VEL2067.) The references in the annotation indicate that the original of the present copied map by the surveyor Gustavus Palm was part of a more extensive report, which is no longer available. Apparently, it would require far less expenditure than Tourton’s design, but in its most elaborate version also did take account of the construction of batteries on the river side of the town (H, I, K) and a massive, well-armed lookout or redoubt on the opposite bank (N). It also contains an indication of fixed anchorages for ships which could be used as floating batteries in the event of danger (X). On the simpler variant on the inset map, it was only a question of strengthening the fort itself and with an eye to cost the living quarters (E) would be included in the outer walls. The outer areas would be protected by half brick, half-wooden block houses (P) placed at a large number of strategic places, particularly on the plantations nearest the estuaries of the various creeks and rivers.
