In the general defence plan for the colony of Surinam designed at the outbreak of the Fourth Anglo-Dutch War in 1781 by Johann Friedrich Ferdinand Wollant on the orders of Governor Texier, the former proposed the complete reconstruction of badly designed and dilapidated Purmerend. His fine specific plan for this purpose, in cipher, is shown here.
