In the general defence plan for the colony of Surinam designed at the outbreak of the Fourth Anglo-Dutch War in 1781 by Johann Friedrich Ferdinand Wollant on the orders of Governor Texier, the former proposed the complete reconstruction of badly designed and dilapidated Purmerend. His fine specific plan for this purpose was written in cipher. Even before it could be commenced, Wollant produced this second version in 1782, on which the curtain wall on the river side would not be moved in but outwards, to create an emplacement for more heavier ordnance. In the end, the first design, albeit in a slightly simpler version, was adopted.
